Sarpsborg has one main library, two “area libraries” and a branch. We offer both a traditional selection of services (presentation and lending), cultural happenings and digital services.

Sarpsborg Public Library Lending Rules
1. All residents of Norway have the right to borrow. Borrowing books and other items is free of charge.
2. To obtain a library card adults must prove their identity.
3. Children of school age are entitled to a library card with an guardian consent. Children over the age of 15 may be issued with an adult library card.
4. The signature of childrens guardians, and the signature of adults on the library card, is regarded as an acceptance of Sarpsborg Public Library’s lending rules.
5. The library card is free of charge and is to be shown at each loan. In the case of loss of the library card, please inform the library as soon as possible. If the library card is lost a new can be bought in accordance with current rates.
6. Books may be borrowed for 4 weeks, this can be extended up to three times if the book is not previously reserved. Other items have various borrowing time. Reference books are in general not for loan.
7. Books already loaned out may be reserved. Books and other items that Sarpsborg Public Library doesn’t have in it’s collection can be obtained from other libraries free of charge. Adults must pay a service charge for the reservation letter.
8. Fines are charged if books and other items are not returned in time. A claim will be sent out shortly after the expirary date. Current fines are set by the local council. The library card will be blocked if the overdue fees amount to 3. reminder (kr. 75,-) x 2 or more (kr. 150,- i 2006).
9. All items borrowed are the responsibilty of the library card holder. Damages and loss must be compensated. The compensation fee is decided by the library’s judgement and by rates set by the local council. The library card will be blocked after 3. reminder and the claim will be considered forwarded to a debt collection agency.
10. The library must be informed of any change of address.
11. By using the library’s items on personal CD-players, video machines etc. the library card holder is responsible for any damages that may occure on the equipment.
12. For other services such as photocopying, computer prints, events etc., the library can ask for payment in accordance with current rates.
